CO-FINANCING

BASICS OF CO-FINANCING

The Government has introduced a system of Co-financing for the European Social Fund (ESF). In very simple terms, Co-financing Organisations (CFOs) will apply for and then distribute ESF funding rather than Government Office for London.

CFOs will provide match-funding for the ESF they draw down, therefore providers will receive 100% of the funding they require for their projects. Organisations have to apply to a CFO in order to get ESF funding.

THE LEAD PROJECT

LVSTC and LSC London East are in partnership through the London East Action for Development (LEAD) details and contacts are below.

Aims & Objectives

The LEAD project will support the formation, organisation and development of Training Networks in each of the Learning and Skills Council London East (LSCLE) boroughs.

LVSTC supports, facilitates and promotes each borough network and their members by offering technical advice. The team develops and supports the sub regional agenda to give a voice to the voluntary sector across East London and allow the LSCLE to communicate effectively with the sector.

The Borough Training Networks will:

  • Invite membership from 1st tier organisations wishing to provide training to a wide and diverse range of those disengaged from learning.
  • Develop strong links between beneficiaries and street level learning providers to maximise funding potential from the LSCLE.
  • Promote partnership working, joint bidding and the sharing of good practice.
    Establish a database of training provision in each borough.
  • Create and support progression routes into learning from grass roots to mainstream funding.
  • Provide advice and guidance to potential training providers.
  • Capacity build groups to deliver effective, efficient, high quality services.

Infrastructure

In each borough:

1st tier – Providers and potential providers

Voluntary and community sector training providers and members of their borough-wide voluntary and community sector Training Network.

2nd tier – Borough Training Network

A Training Network in each borough with a membership of voluntary and community sector training providers, and those working with the sector. A funded resource in each borough owned and recruited by the Network.

3rd tier – Sub-regional technical expertise and support

2 Technical Advisors and a Communications Worker at LVSTC work across all boroughs to advise the Training Network membership organisations on the LSC remit, LSC budgets, other funding bodies and funding streams. Other support will include advice for applications, learning provision and good practice.

 

Sub-Regional Approach

Providers Forum

LVSTC will establish a 1st tier sub-regional Providers Forum to act as a local resource and strategic voice for the sector on skills and learner issues. Nominated borough representatives will be a local resource for the sector on information, sign posting, brokerage and good practice dissemination relevant to community provision.

Network of Networks

LVSTC has created a London East regional 2nd tier Network of Training Networks to discuss issues and share concerns. This Network enables the sector to be fully conversant with information on key LSCLE issues and provides the opportunity for Training Networks to directly discuss emerging issues with the LSCLE.
